After the first birthday, most children move toward the family table. Growth still matters. So does not turning every plate into a negotiation.

Who decides what

CDC says it directly: allow the child to eat as much or as little as they want at a meal. Your job is to offer healthy foods. The child's job is to decide whether and how much to eat. Appetite jumps around. That is ordinary.

Milk, water, optional juice

Plain milk and water are the everyday drinks. Juice is optional and stays at 4 ounces or less of 100% juice. Toddler milks are not needed unless a clinician orders them.
